(vl-load-gis)

This function loads the Lisp engine's Civil GIS extensions, if the license conditions are met (Professional).

Arguments	none
Return	T if Civil GIS LISP API is active, NIL otherwise (usually due to a license problem)
Example
Remarks	if the Civil GIS extension is already active, this function does nothing and returns T
