Turns on all off layers (short for "layer off").
Accessing the Command

menu bar: Settings | Layers | Layer On
toolbar: Layers |

Prompts you in the command bar:
All layers have been turned on.
This command turns on all layers, whether turned off by the LayOff or by other commands.
