This function returns the name of the last-restored LayerState for the actual drawing.

Arguments	none
Return	(string) the name of the last-restored LayerState; NIL if no LayerSTate was actually restored
Example	(layerstate-getlastrestored) NIL (layerstate-getlastrestored) "WallLayers"
