This function loads the Lisp engine's Civil3D extensions, if the license conditions are met (Professional).

Arguments	none
Return	T if Civil3D LISP API is active, NIL otherwise (usually due to a license problem)
Example
Remarks	if the Civil3D extension is already active, this function does nothing and returns T
