This function loads the Lisp engine's TinSurface extensions, if the license conditions are met (Professional).

Arguments	none
Return	T if TinSurface LISP API is active, NIL otherwise (usually due to a license problem)
Example
Remarks	if the TinSurface extension is already active, this function does nothing
