Arguments

saVar  (SafeArray) the SafeArray to retrieve the lower bound index (start index)
index  (integer)  the index for the dimension

Return

integer; the start index for the specified dimension

Example

(setq sa (vlax-make-safearray vlax-vbDouble '(0 . 1) '(2 . 4)))  #<safearray...>
(vlax-safearray-get-l-bound sa 1)  0
(vlax-safearray-get-l-bound sa 2)  2

Remarks

Note : the first dimension uses index 1 !
