Converts the angle value, given in Radians, into the target format.

Arguments

format  (integer, bcTinSlopeRiseRun 0, bcTinSlopeDegrees 1, bcTinSlopePercent 2, bcTinSlopeRadians 3)  the intended target format
angle  (double, in radians) the angle value to be converted
