DCL tiles

DCL tiles can be cluster tiles or child tiles. A cluster tile is a container of other cluster tiles or child tiles. A child tile cannot contain other tiles. The only tile that is not a cluster or a child is default_dcl_settings. It does not correspond with a component on screen.
